A series of hurricanes and exercises revealed shortcomings from New Orleans’ evacuation planning. After each hurricane, beginning with Hurricane Georges in 1998, New Orleans and the State of Louisiana addressed shortcomings and were better prepared for the next event, which revealed further shortcomings that needed to be addressed. All of this learning was put to the test in Hurricane Gustav, and the city passed the test overwhelmingly.
